Were there any other games apart from Might&Magic (VII, VIII and IX) that allowed player characters to become liches?

TOME has permadeath, but a necromancer can turn into a Lich to avoid death.

Also, Tactics Ogre: Knight of Lodis lets you turn a wizard into a Lich by using a Ring of the Dead.

I haven't played it but wasn't there a game actually called "Lichdom" released this year? The title alone seems to hint that you'll get an opportunity to play a lich.

I've been craving playing a party based rpg of 'evil' races for a very long time.

Storm of Zehir for a party of drow, duergar and yuan-ti.

You could also try The Breach for Neverwinter Nights, you choose between four custom undead lords and then recruit a party from the Undead Nation to wreak havoc on divine beings and mundane races. The lords are clvl25 and consist of Risen, Mummy, Vamp and Shadow corresponding to warrior/priest/rogue/sorc, and they have special feats for absorbing souls, inflicting pestilence and plague and appearing as poltergeists so they can communicate with humans. You don't get XP, you trade souls for upgrades. You don't rest, you sap souls. You don't die, you lose collected souls. So yeah, a few good ideas in the mod that were never really refined let alone expanded upon.
