He's right in that there were factions in the city, but besides the Shadow Thieves Vs Vampires, they weren't really in opposition to each other, and you could mostly do any quest (with the exception of some class-based ones) for all of them.

So PoE2 going the F:NV route is already a significant improvement over BG2 in that regard.
