This Kodex Kroat heard some info about Project Indiana at Reboot Develop:

I'm at a game dev conference in Croatia and Tim Cain said yesterday he's working on a game which he cannot name...
but he said if you like Fallout you'll really like this game.
Some people from the audience started shouting Fallout 5 and he nodded sort of a yes.

It's an original IP and the in-game currency are credits.. no bottlecaps..
So no it's not Fallout but still a PA setting.

When did Indiana start development?

I think it'd be pretty delightful if it happened after Fallout 4 and Feargus's pitch was "Bethesda dropped the ball, look at these review scores. We can deliver a spiritual successor to New Vegas which now has an overwhelmingly positive rating on Steam."

I don't know, but I think the first time we may have heard about it, or the idea of it, was here: http://www.rpgcodex.net/article.php?id=10151

Two weeks after Fallout 4's release!

I can tell you that it was officially signed with its mystery publisher sometime near the end of 2016. How much work was done on the game prior to that is unknown.
