What is the most thought provoking top down twin stick shooter, where you have to actually think to succeed?

I name Paradroid as such.

I have never seen anything quite like it since I played it my cousins ´hand me down` C64 in 1991 and this is a game made in 1985, for Perkeles sake.

For a such a early computer game it had some quite very advanced mechanics; for example line-of-sight, enemy aggro, differing droid stats and hacking mini game where you took over more advanced droids (or less advanced if you were running low on energy) , fuck I still remember that one time when I took over 999 with basic influence device (mainly due lucky hacking level roll and good timing).

So what are those twin stick shooters where you just have to do more than just run & gun?
Is any of them better than Paradroid?

Useless trivia that doesn't really apply to the thread, but a modern game apes itself at being a modern clone of Paradroid, Freedroid RPG. Down to the hacking minigame.
