It's not just root, remember. treave's also in on it, as well as other, still not named, conspirators.
Working together like that will quite possibly have its advantages, but a clear disadvantage in my eyes would be a longer delay between having the vote locked and the update ready, if all forces need to converge and hammer out the end result
