I'll concede, you've proven your point.
I completely forgot about Dark Cloud... (make that 12 JRPGs played, 3 of which had a fishing aspect) I kind of want to replay it now... (my next LP perhaps?)
I don't recall such a mechanic in FF XII though and I nearly finished that game too.
As far as WRPGs go, I can only name 2 MMORPGs, PlaneShift and RuneScape.
They don't count though, due to being MMORPGs
I really can't think of any single player ones... I know there's a mod for Fallout 2 that includes fishing, but that doesn't count either...

Sounds like this conversation was meant for later in the game... We kind of stumbled onto the first incident, had next to no involvement with the second and third from a police perspective... and then there was the fake weapons in the food court...
