Daggerfall was a bit like Elite Frontier (and now like Elite Dangerous) in that regard, endless promises but as soon as you see through the disguise they are both as wide as an ocean and as deep as a puddle. Frontier kinda made up for that with difficult to master gameplay, Daggerfall not so much.
I still loved it but not because of the multitude of pointless features like owning a house but because of the story that didn't hold your hand and was intriguing and a welcome change from the save the world bullshit you get everywhere.
And because of the absurd dungeon mazes. Which were kinda pointless too and the quest goals were just randomly located in there without rhyme or reason but it was still fun trying to 100% them. You often had to "enter the void" to do that btw, and even then there were still a few rooms left that were just floating out there somewhere, often unfinished ones missing a wall or an entrance.

The only game that I can think of that keeps its promise about deep gameplay without sacrificing scope is Dwarf Fortress.
Which has another unforgivable drawback though, the insane mess of a user interface.
