As far as I've been able to gather from the one I signed, It only relates to things directly in the game, not whether or not you're in it.

I guess you'll have to predorder the Ultimate Collectors Maximum DLC Power Shepard Edition™ and see for yourself when the preorder beta starts

From what I've seen from the vids, a ton of colours are available right at the start.

I know Kristen Perry wrote a bigass article about armor colouring in GW2 about a year or so ago in their blog.
