They should have made it one of those talking dolls, you know, with a pull cord that makes him say various lines of "Wisdom" that he accumulated over the years about the field of video game development.
Then Bethesda only needed to buy a life size version and replace the real Todd with the doll in his office, I am sure no one would notice the difference and on the long term the doll is probably a lot cheaper.
