Best Engine for a Fallout game

Now, this is all hypothetical, but what engine out there would be best for a single-player "mod" using Fallout-ish assets? The way I see it, there are several contenders:

Fallout 2 with Map Editor
+ Has all the Fallout 2 assets
+ RPG Engine with full support for SPECIAL
- Closed Source
- Editor is a bitch to use

Fallout: Tactics
+ Better Editor (I think)
+ Plenty of Fallout-ish assets
+ Ability to control multiple party members
- Closed Source
- Limited "roleplaying" support
- Not very popular

FIFE
+ Open Source
- Unknown
- No pre-made assets

F:Online
+ Better Editor (I think)
+ RPG Engine
+ Supports Fallout 2 assets
- Closed Source
- Geared for multi-player

Which one is better and why? Discuss!

FOnline, all the way. The sourcecode will maybe released too in the next months (not 100% sure about it).
