He is wrong. Because Skyrim has more complex skill system.

Skyrim skill system is much more complex as each skill has numerous perks affecting gameplay in various ways and it's unclear how leveling up a skill affects leveling up your character. It's presented in much more comprehensive way and complex formulas are not important for your decisions. Morrowing has complex leveling up systems so that you won't make good character on your first playthrough unless you read about it. Apart from leveling up Morrowing skill system is simpler and more boring.

Morrowind is the only game I've played where had to pick the skills I use most as tertiary skills, and choose skills rarely used as primary and secondary skills to avoid leveling too quickly. It doesn't excactly reflect favourably upon MW's skill system.

Never done that and did fine. Also most people do that not because of difficulty. They did it to milk attribute points for level ups primarily.
