I don't think sprites can move that way (i.e. turn around) in RPGMaker, it's probably just a similar perspective.

Maybe you can modify that with custom scripts. Because that does look a lot like RPG Maker.

Well, a bit of googling led me to their dev blog. And it had a screenshot of their level design tool:

Pretty sure that's not RPGMaker.
Also, their characters are voxel models, not sprites.

Jokes aside, this looks quite cool, like an ultra-grimdark edition of that Sheep! PC game. Moreover, it is extremely likely this will cause a shitstorm from SJW and other butthurt "politically correct" loonies.
