They're basically decision-making simulators, so if you're playing a game and you have to consider things like, "Should I shoot this guy in the nuts or in the head?", or "Do I want to play as Axis or Allied?", or "Should I remove the ladder out of the swimming pool?", then obviously it's an RPG.
