What games allow you to hijack/pirate and salvage ships and stuff?
Not abstract salvage like FTL.
Actual parts like Windforge and that game allows you to pick your targets.

Tiberian Sun has Hijacker unit.

Z vel ZED allows you to capture enemy vehicle if you manage to kill the driver without destroying the whole thing.

Cutthroats: Terror on the High Seas.

It's funny because it's really an RTS with your typical pirate ship combat on the side. Just got a good laugh double checking the name and seeing the wiki article calls it an RTS too.

How is it one? Well the ship combat sucks with only the Sloop and Brigantine being able to maneuver worth anything, but only the larger ships are able to carry a decent load. The thing is, the game has land raiding and that is the "RTS" in the game. Pillaging cities is not only the more profitable thing to do in the game but also the safer one as well as the more enjoyable one.

Even then it's fun in spite of the game doing shit you don't normally do in a pirate game as you break into banks to haul back loot to you ship parked by the shore and level entire towns and their population. The problem in that RTS land combat is that it's not well thought out where you can throw your guys at the enemies defenses and trade men for men in a pure war or attrition, or learn once you deal with the cannon towers that your own cannons hauled on land make short work of everything but the towers and so have your buccaneer army run around each with one (yes, it's one guy per cannon) as it's followed up behind by the rest of your guys that grab the booty and take it back to your ship.

After that the game devolves into you building up enough men and cannons to take on the most well defended of cities and seeing if you can burn down Havana, Veracruz, Santo Domingo, etc. The most effective way of fighting the towers is usually splitting off a small group to take on a tower with a few decoy guys on cannons that draw the towers fire as the others run into range and beat it down (cannons are one hit kills on normal guys, but a dude with a cannon can take like 2-3 hits from a tower but cannonballs, IIRC do splash damage so you have to spread them out) as your pillagers move up to clear out any buildings.

Once the novelty of that wears off there's nothing else to really do given how bad the ship combat is.

Also despite being a 1999 game it has early to mid 90s RTS control mechanics like the same button to click on your units is the same to issue orders, so if you miss hitting your target you'll declick your units.

Mechwarrior games.

Also Interstate 76, which runs on the same engine as one of them. The limited movement on enemies (cars instead of mechs) and often limited firing direction for weapons (relatively few weapons can aim independently of a vehicle's movement) actually makes it more practical to deliberately attempt to neutralize enemies in a way that maxamizes salvage (e.g., Pulling up next to a driver and shooting him through the window with a handgun). Awesome OST too.

Shadorwun: Hong Kong
Slavage? S.T.A.L.K.E.R is probably the Slaviest game out there. Boris recommends.
