There's nothing in the shrine itself apart from an Over and Under shotgun (which was a nice replacement for a shotgun one of my team had). There's a Class of 92 MIT ring which gives +1 Kiss Ass, but my Kiss Ass character already had the Wasteland Fan Club trinket which did the same thing.

Basically, the place is empty as fuck and there's nothing special about it. Nothing to honour the Codex besides the troll statue standing outside.

You have to be exactly in the right spot, or the shrine won't appear. It is pretty much exactly southeast of Santa Fe and close to the radiation wall. The color of the place is somewhat lighter than the surroundings.

Okay, this needs to be shared: Once you go down the hatch to the second level of the bunker, there is a computer there that is still working. Under Journals>Calis you find this:

These entries are all listed under the heading "Codex", which appears to be a log of the events that occured here. It is a fascinating read. Various journal entries describe the day to day activities of the group and their plan to reforge society according to their ideals after the coming of Decline, with the basic principles of the plan entailed in a separate section of the Codex called "[R]ebirth [P]rogram [G]uidelines". However, the later pages reveal the possible cause of their own destruction, as the Codex describes numerous heated discussions and wildly different opinions on the exact nature of the guidelines. The last chapter of the unfinished book suggests that the conflict turned violent at some point. It seems probable that infighting was the cause for the eventual demise of the group.

Also, there are references that they practiced some sort of gladiatorial fights in the bunker which somehow turned against them.
