And who would that be? The Council of today couldn't likely handle the marital business, let alone martial.

Little triumphant wars, indeed.

The River of Death

iszard_secondexpedition.jpg

Ten million dead on one world. A hundred million on another. The astronomical, unbelievable number just kept climbing, as the Turanei clawed their way across the pitiful remnants of the Phyr Dominion. The broken, battered fleets of the ursine aliens made their last stands, and ignored calls to retreat with the rapidly growing refugee armada. Its Codexian escorts watched on, as their signals were extinguished, one by one. The macabre display seemed endless. The Phyr left no one in doubt as to their bravery in the face of death, but it was all for naught. The doom of their race was at hand. It was to be at Phyrenar, the homeworld of the ursine race, that the final act played out. Those few stealth carriers that had managed to limp back to the cradle of the Phyr species fought a last, desperate holding action. And then Phyrenar was burned to a cinder.

In Codexia, the public reaction to the genocidal slaughter was somewhat muted. Many mourned the dead and spoke of the Turanei in fearful, hushed tones - but others proved fairly ambivalent. The misfortune of the Phyr was their own. After all, the 'bears' HAD attacked human vessels, destroyed a diplomatic mission and tried to manipulate Codexianity into a possibly unwinnable war. Given such attitudes, the resettlement of the refugee armada became a thorn in the government's side. There was widespread resistance on the outer colonies to refugee settlement. These worlds had suffered the most from alien depredations, and were caught in the throes of an intense wave of xenophobia, in the immediate post-war period. The central government ignored these protests. Soon, four million survivors of the Phyr Genocide were cohabitating with Codexian colonists on more than a dozen worlds. On the ground, the tensions were evident immediately.

Meanwhile, the economic fallout of the war also badly affected the industrial sector, which had exported enormous quantities of goods to the Phyr territories. The effect of job and profit losses was such that there was widespread talk of recession. Action had to be taken, but there were other concerns burdening the government's decision-making body, at the same time. Not only was there a treasure trove of technological artefacts awaiting analysis and a research budget from the Phyr War, but the Turanei were still out there - for the moment busy liquidating the remaining pockets of Phyr across their old domain. Finally, the Raumen were giving Codexia the cold shoulder over their involvement in the demise of the Phyr. Certainly, there seemed to be no aggressive intent in the posturing, but feelers for more information on the Turanei were rudely rebuffed.

Do you... emphasize the economy in the post-war period, growing Codexia's industrial and financial muscle in order to meet the challenges to come?

OR

Do you... concentrate on internal stability, in the hopes of averting socio-political problems in the future?

OR

Do you... invest heavily in technological progress, striving for parity with the region's most advanced races?

This thread is awesome, The Barbarian. The choices lately have been especially interesting and hard to make.

I need to think a bit about this one.

Well, I can see the merit in all three options, but I lean the most towards the last one.

We need to know how to use our new tech, or this war will have been nothing more than revenge. War without profit, one way or the other, is meaningless. We did not claim new territory, we did not strengthen ourselves economically, rather on the contrary, and if we do not focus heavily on understanding our spoils of battle, the new technologies we've captured, our only prize will seem a small consolation.

Apart from the fact that the bears have been totally and utterly defeated of course. That was sweet..

So, option C. The economy will follow, and soon I think a new external threat will materialize. That should give the internal naysayers something to worry about instead of disagreeing with their ruling body.

Why would you bait your fellow councillors here, Master Angthoron? What is your objective? I feel that yourself very curious.

I grow suspicious.

My interests, as always has been the case with my family, coincide with those of Codexianity's success. There was little question in our previous debate - the war with the Turanei is inevitable, and whether we meet it with an ally, and ourselves a strong military power, or alone and with a strengthened enemy is truly not a question to even seriously consider.

I'm glad that we have saved some of the bears, but I believe we could have saved them all, created a protectorate and displayed our aspiring power. Instead, we lost all that and gained an economical and social instability in the time when we would need to push forward with our research.

It is a difficult choice to make now - whether to focus on internal stability and security or on working out our technologies to our advantage. We have (I presume?) secured the technologies of the Phyr, but it is not quite enough. On this matter I will need to contemplate longer, though were I to vote now, I would pick technologies. The Codexians, after all, have a natural affinity for Phyrries, and some even construct elaborate costumes and partake in wild orgies, according to my reports.

...Alas, some of the Codexians seem to be doing this in the suits of lizards as well. I suggest a grand purge.

Just think of it. Huge Wyrmhole capable stealth-carriers, sporting fighter/bombers carrying payloads in the Megaton department..

Indeed, Councillor, indeed. And we finally have the designs for FTL technologies, which could be invaluable for defences of our planets. After all, we cannot utilise our Wyrmholes in every circumstance.

I also believe that our new Phyrry citizens with their natural extra limbs may be trained into excellent gunners and pilots if need be. Alas, they only have one head each.

The 1st chance that we can research and acquire FTL since lo so many years, and the social tensions, external threats, and economic rebuild are all competing resources with it.

In the end I think we cant ignore those goodies. Turanei is fearsome but we have no quarrels with them as far as we can see. social tensions and economy rebuild can wait. RESEARCH for the win!

Meantime, our new Phyrry citizens send a postcard of friendship to the Codexian Council. This one is drawn by a child-bear that lives on the Slav-heavy colony world:

Guys, if building up our economy becomes the picked choice again... I mean, fuck.

C. Technology.

But ironically this is a worse time to focus on tech compared to the end of the Raumen War - we have to feed our Phyrrie friends now, and we just killed off our foreign trade markets, creating stress on our economy. Thanks.

This is like that thing Councillor Taplonaplo was talking about.

Instead of throwing ourselves wholeheartedly into saving the Phyrries or leaving them to die, we opt for the middle path.

Precisely, admiral.
They had to save the Pyhr due to feelings of guilt, but declaring a war on this new unknown enemy would have been too risky.

What a bunch of weaklings.
Now we have both a recession AND the Phyr question on our hands.

I would even have prefered a battle with the Turanei to this.

We need to research more deadly weapons and how to use the Phyr's cloaking devices to our advantage.
C.

I've decided to reinforce my original vote (which I hadn't decided on yet at the time). It's C, good Council.

I don't think there is anything we can do to fix our economy, since we sacrificed our greatest potential consumer market. But with that now out of the question, we can focus on other ways of racking up riches, like ransacking the Raumen, and remove them from our markets.
I think the remaining Phyr will cause some more serious social tension, but i just don't think the magnitude of such conflict would be significant enough, to not to invest in technology, and get an edge over the bugz.
So i choose Option C

How can we build our technology with an internally unstable foundation? We would collapse. I say A.

Great, the bankers are pulling in to ruin another attempt for Codexia to reach greatness. Let's be fat and average, sure. It's not like it would be the first time!

I personally think that the current social situation is our greatest concern.

Everyone seems to be focussing on tech, because the general concern is war-related. War however is not the ONLY concern of this empire.
In the past, we have always voted for a social insecure system leading to decentralized goverment, an exodus of bio-enhanced humanoids who are still living in some far-off planets, and a growing tendency toward xenophobia.

If we are to become a large empire, stretching over many light-years, we need our empire to be socially stable! We cannot risk an uprising. As the council here also represents the people (we are a democracy after all) many people believe that Codexia should have stood up, and fought for the Phyrr. Other have grown to hate the Phyrr, and have actually grown an agressive attitude against any alien race!

The Phyrr didn't have any spectacular techonology (apart from the cloaking and some FTL) In other words: there is not an awfull lot to gain from researching their Tech. At best we could catch up with our neighbours. However what good will it be, when we research a bigger gun (or cloacking tech) only to discover that the next day it is being used against us, by our very own researchers? The Tureinai are experienced with fighting against cloaked enemies, and so are the crystallic aliens...

What we truly need is to reform our goverment, make contact again with the bio-enhanced humans, and find a way to make the Phyrr blend perfectly in our society!

I urge all members of the council to reconsider their vote (and put aside their love for tech-gadgets)! I vote B!

Councillor wjw's point is far more perceptive than that of the bankers and I was originally contemplating between it and the research.

However, there is a small flaw in his presentation - it is presumed that we will merely work on these technologies offered by the Phyr, however, the case will most likely be that we will research far more than just these two technologies - which, in fact, properly developed, could be an enormous advantage for us as well. My vote has not been swayed, however, if you, dear Councillors, must vote against research focus, I urge you to follow in the steps of the Councillor wjw and vote for the improved integration. Internal security and stability of our worlds is of much more importance than money - and only through research or stability will we guarantee ourselves a lasting legacy and future successes.

Inter Stellar Ballistic Asteroids sound awesome, but as far as i understood, the actual cloaking field is more like a sensor disturber, which is quite the giveaway, and it can be spotted by not seeing something that should be there, so the advantage of cloaked asteroids is not long lasting.
Still, it could be an extremely effective surprise attack, and efforts should be taken to realize the project. Furries liked to build big stuff anyway right? We just need some propaganda to make them motivated in building them.

Imagine this...

Comms Officer: "Hey, there's a cloaked object coming in at FTL speeds. Must be either Phyrrie or Codexian, now that those scum have gotten their hands on the Phyr cloaking tech."

Admiral: "Trianglate the trajectory, calculate the point of deceleration and place a fleet to intercept their ships."

Comms Officer: "Aye aye, sir."

*minutes later*

Comms Officer: "Sir, we have a transmission from the fleet."

Admiral: "Excellent, let's hear it."

Transmission: "It's huge! It's... OMG ITZ COMING. ITZ... -fizzle, crackle- HEAVA - static -"

Admiral: "What? What the hell just happened?"

Comms Officer: "Sir, our fleet was just smashed through by an asteroid, sir! It's now headed right for this world at high sub-light speeds!"

Admiral: ....

Admiral: :rage:
